Click here to access the town ordinances website.

What is the Town’s Rental Ordinance?

The rental ordinance is Town of Dumfries Ordinance #0-2005 which was passed July 5, 2005 requiring all rental homes in specified rental districts to be inspected yearly. The Building Official has maps available which identify the rental districts.

How do I obtain a rental certificate?

  1. Determine if your home is in a designated rental district for the Town of Dumfries
  2. Fill out the rental application (PDF 9k) and submit it along with the $50.00 fee. Please make sure all information is filled out
  3. Be sure to let your tenant know that the Town of Dumfries will be calling to set up an inspection
  4. The administrative assistant to the Building Official will call and set up an inspection with the tenant, if there is no response from the tenant, you as the homeowner will be required to set up the inspection
  5. The Town of Dumfries inspector will go out on a designated day and inspect the home. If no one is home when the inspector arrives, the homeowner will be charged $25.00 for the no show inspection
  6. Once the inspection has been completed, the inspector will either issue a purple certificate that shows that the home passed the inspection or you will receive a list of items that were noted by the inspector and you will have 30 days to correct the items and a re-inspection will be required
  7. The first certification is valid for 1 year. After that it is at the discretion of the inspector to certify the home for 48 months. This certification will be valid as long as the same occupant says in the home. If your tenants change, the process will start from the beginning

What is the inspector looking for in a rental inspection?

A list of items that the inspector will be looking for can be picked up from the Building Official at Town Hall.

What if I am Section 8 and I have yearly inspections through them?

This inspection is separate from the Section 8 inspection. If you are in a Rental District, you must have the home certified by the Town of Dumfries in addition to the Section 8 requirements.

What happens if I do not get my property inspected?

Any person willfully failing to comply with the inspection requirements of this ordinance shall be subject to a $50.00 penalty to be assessed every 30 days from the date notice is due for each property for which a homeowner fails to provide notice that he/she owns a residential dwelling unit which is subject to this ordinance.

Who do I call to set up an inspection?

Please call (703) 221-3400 ext. 116 to speak with Patty DeGraw.
