TOWN COUNCIL MEETINGS
Regular Meetings are held the first Tuesday of the month at 7:00pm. The regular meetings are broadcast locally and may be viewed on Comcast Channel 3 & Verizon Channel 35.*

Work Sessions are held the third Tuesday of the month at 7:00pm.

Councilman:
Charles C. Brewer

Councilman Brewer has been a resident of Prince William County for over 45 years. He is married with three children and has lived in the Town of Dumfries for the past 20 years. He first became involved with Dumfries Town Hall as a concerned citizen. Wanting to ensure the voice of the community was heard, Mr. Brewer ran for a seat on the Dumfries Town Council. He was elected to Town Council in July 2002.

“I stand committed on issues such as improved economic development for our town and a clean and safe environment for our citizens.”

Council Lady Sue Cornell has been a resident of the Town of Dumfries for over forty years and has served on the Dumfries Town Council for ten years. She has been employed by the Prince William County Department of Transportation for forty years. Council Lady Cornell is married to W. Stanley Cornell. They have three daughters and three grandchildren. Mrs. Cornell has been active in both the Dumfries Elementary School PTA as well as the Reading Is Fundamental (RIF) program. Mrs. Cornell and her family are active members of the Dumfries United Methodist Church.

I have lived in Dumfries for 16+ years. I decided to purchase my home in Dumfries because I wanted to live in a small town, with the feel of a small town, and be close enough to family, friends, and work. When I come home, I greatly enjoy the feel of something relaxing and restorative. I like that Dumfries has everything that I need within walking distance; Banks, Insurance Companies, Grocery Stores, Ice Cream/Coffee shops, Restaurants, and the US Post Office. Best of all, I do not need to use my car again, unless I choose to.

I decided to run for Town Council when our Town Property values dropped below those of our neighboring jurisdictions. As a Realtor with RE/MAX BRAVO, I became greatly concerned with the excessive deterioration of our local property values and truly believe that our leadership could do more to correct this. Simply, I believe that our leadership should do more to define Dumfries’ image, rather than continuing to let others define it for us.

While serving on the Council, I will diligently work with the Mayor and all Council members to ensure fiscal responsibility, better relations with Prince William County, comprehensive application of all Police Department Resources, and to develop methods to revitalize the Dumfries’ Image and property values.

As your representative, I would like to thank you for this opportunity to better our Town – I will work diligently to serve you. I encourage all citizens to attend Council Meetings and Work Sessions, and watch it on TV whenever you cannot attend, be informed and stay involved – you are the Town! Please feel free to contact me anytime regarding your Dumfries’ concerns – “Together we can plant the seeds of Change.”

Mayor:
Fred E. Yohey, Jr.

Mayor Fred Yohey has lived in Dumfries since January 1974 and has served as Town Mayor beginning in July 2006. He previously served on the Town Council from September 1995 through June 2004. Needed internal improvements in the operation of town government are taking place under Town Manager David Whitlow's leadership.

Mayor Yohey's approach is to work closely with state and county officials for the betterment of all town citizens and businesses. Of particular importance are the relationships that town officials have with Dumfries Supervisor Maureen S. Caddigan, Delegate Jeff Frederick, and Senator Charles Colgan.

Mayor Yohey retired from the federal government in January 2004 after working for 35 years for the U.S. general Accounting Office (GAO), the investigative agency of the Congress. Immediately prior to his retirement, he worked as an Assistant Director in GAO's Office of the Inspector General.

Since his arrival in Dumfries, he has served in a variety of volunteer positions. These include the Prince William County/Manassas Regional Jail Board; the Dumfries Board of Zoning Appeals; the Potomac High School Athletic Boosters Club; the Community Coalition; the Extension Leadership Council; and Dumfries United Methodist Church Board of Trustees.

Councilman:
Willie J. Toney

Councilman: Willie J. ToneyThe Honorable Willie James Toney is a native of Bishopville, South Carolina. However, he was raised in Wilmington, North Carolina. Born June 27, 1950, he is the first son of Mary Williams Toney Tomlin and Julius Toney (deceased). He was blessed with two brothers (Michael-deceased, and Marvin) and one sister (Ola). He is married to Penny (Mckelvin). He has called Northern Virginia home for seventeen years and has been a resident of Dumfries for twelve years.

Councilman Toney completed his elementary and secondary education in Wilmington, North Carolina, graduating from John T. Hoggard High School in 1969. Educational high lights included attending the North Carolina Advancement School located in Winston Salem, North Carolina in 1964, and selection to attend the Yale University Summer High School located in New Haven, Connecticut in 1967 and 1968. Upon graduation from high school, he matriculated to North Carolina Central University located in Durham, North Carolina. He entered as an Honor Student majoring in Psychology. He graduated with a Bachelors of Arts Degree in 1974. He continued graduate work at the University of the District of Columbia with a concentration in Adult Education.

Councilman Toney has an extensive professional service background with community base agencies as well as city government agencies. He has worked with community-based youth programs such as The Southeast House, DC Coalition for Youth Workers and Potomac Job Corps all located in Washington DC. A twenty-five year career of city government service began with the DC Board of Education in 1985, continued with the Department of Corrections and currently with the D C Department of Youth Rehabilitation Services. He has served as Guidance Counselor, School Principal, and Case Manager. He also spent ten years as an Adult Education Instructor in Montgomery County Maryland. Currently, he is the Social Services Officer for the D C Department of Youth Rehabilitation Services, supervising case managers.

Councilman Toney’s civic services include membership and leadership roles in the following entities: seven years and four (4) terms as Vice Chairman of Dumfries Board of Zoning Appeals, six years and two (2) terms as Chairman of Dumfries Planning Commission, Twelve years as a member of South Cove Homeowners’ Association.

Councilman Toney has worked to empower the underserved and neglected citizenry through developmental programs, by fostering partnerships to achieve pragmatic, attainable outcomes that enhance the day-to-day quality of life. His most motivating passion has always been working with youth development programs that focus on preventions and interventions. This has been his life’s work. He considers it an “honor” to serve the citizens of Dumfries.

I have lived in the Dumfries area since 1962 when my husband, Gary, and I moved to MCB Quantico where Gary had accepted a position to teach at John Russell Elementary School. We lived in base housing until the fall of 1963 when we moved into Dumfries. In 1966 we built our house on Cameron Street where we still reside. We have four children, a daughter and three sons, who all attended Prince William County Schools. While my children were growing up, I was very active as a PTA President at both Dumfries Elementary and Graham Park Middle Schools. I also was active in Girl Scouts as a leader and organizer. I now have five wonderful grandchildren and two great-grandchildren whom I enjoy very much.

Educationally I hold a Bachelor of Arts Degree (BA) in Human Relations and Sociology from Salem College, Salem, WVA, and a Master of Arts Degree (MA) in Human Services and Elementary Guidance from Virginia Tech. Prior to moving to the Dumfries area, I taught elementary school in Harrisonburg, VA. I later returned to substitute teaching and then went full time with Prince William County Schools as an Attendance Officer. I have been retired since June 1999.

In 1995 I was appointed by Dumfries Supervisor, Maureen Caddigan, to represent the Dumfries District on the Prince William County Board of Social Services. I served on this Board, holding the positions of both vice-chairman and chairman, until I resigned in June, 2008, to accept my elected seat on the Dumfries Town Council. I also served on the County Housing Board from 2002 until my resignation June, 2008.

I have been an active member of Dumfries United Methodist Church since joining in 1962. I am an active member of the United Methodist Women having held officers at both the local and district levels as well as serving on conference committees. I have held many offices in DUMC, have been a member of the adult choir since 1963, and I direct the children’s choir. I serve on the Alexandria/Arlington Bi-District Trustees Committee and am also on the Alexandria District Parsonage Committee. I have represented the Alexandria District as a lay delegate to Virginia Annual Conference of the United Methodist Church for many years.

I look forward to serving the citizens of Dumfries on the Town Council. I will try to always be responsive to the citizens and their needs. I feel that as we all work together, we can build a community of which we can all be proud.

Vice-Mayor:
Clyde N. Washington, Jr.

Councilman Washington has been a Dumfries resident for 32 years. He has been married to Gwen Porter for 36 years and has two children and two grandchildren. Councilman Washington has been a member of the Dumfries Town Council for 22 years and served as the Town’s Vice-Mayor for 8 years. He received his Bachelor of Science (BS) in Education from Norfolk State University and his Masters of Education (M. ED.) from Virginia State University. He is a retired Prince William County teacher (30 years) and a retired Garfield High School Assistant Football Coach (16 years). Councilman Washington has several community affiliations such as being a Deacon with the Little Union Baptist Church, a member of the Triangle Masonic Lodge #293, and a Lifetime member of the Virginia Education Association & the National Education Association.

Councilman Washington remains committed to the citizens of Dumfries and promises continued dedication, service, and representation with integrity. Councilman Washington believes that “Together we will make a Difference.”
