Council Lady: Council Lady: I decided to run for Town Council when our Town Property values dropped below those of our neighboring jurisdictions. As a Realtor with RE/MAX BRAVO, I became greatly concerned with the excessive deterioration of our local property values and truly believe that our leadership could do more to correct this. Simply, I believe that our leadership should do more to define Dumfries’ image, rather than continuing to let others define it for us. While serving on the Council, I will diligently work with the Mayor and all Council members to ensure fiscal responsibility, better relations with Prince William County, comprehensive application of all Police Department Resources, and to develop methods to revitalize the Dumfries’ Image and property values. As your representative, I would like to thank you for this opportunity to better our Town – I will work diligently to serve you. I encourage all citizens to attend Council Meetings and Work Sessions, and watch it on TV whenever you cannot attend, be informed and stay involved – you are the Town! Mayor: Mayor Yohey's approach is to work closely with state and county officials for the betterment of all town citizens and businesses. Of particular importance are the relationships that town officials have with Dumfries Supervisor Maureen S. Caddigan, Delegate Jeff Frederick, and Senator Charles Colgan. Mayor Yohey retired from the federal government in January 2004 after working for 35 years for the U.S. general Accounting Office (GAO), the investigative agency of the Congress. Immediately prior to his retirement, he worked as an Assistant Director in GAO's Office of the Inspector General. Since his arrival in Dumfries, he has served in a variety of volunteer positions. These include the Prince William County/Manassas Regional Jail Board; the Dumfries Board of Zoning Appeals; the Potomac High School Athletic Boosters Club; the Community Coalition; the Extension Leadership Council; and Dumfries United Methodist Church Board of Trustees.
Councilman: Councilman Toney completed his elementary and secondary education in Wilmington, North Carolina, graduating from John T. Hoggard High School in 1969. Educational high lights included attending the North Carolina Advancement School located in Winston Salem, North Carolina in 1964, and selection to attend the Yale University Summer High School located in New Haven, Connecticut in 1967 and 1968. Upon graduation from high school, he matriculated to North Carolina Central University located in Durham, North Carolina. He entered as an Honor Student majoring in Psychology. He graduated with a Bachelors of Arts Degree in 1974. He continued graduate work at the University of the District of Columbia with a concentration in Adult Education. Councilman Toney has an extensive professional service background with community base agencies as well as city government agencies. He has worked with community-based youth programs such as The Southeast House, DC Coalition for Youth Workers and Potomac Job Corps all located in Washington DC. A twenty-five year career of city government service began with the DC Board of Education in 1985, continued with the Department of Corrections and currently with the D C Department of Youth Rehabilitation Services. He has served as Guidance Counselor, School Principal, and Case Manager. He also spent ten years as an Adult Education Instructor in Montgomery County Maryland. Currently, he is the Social Services Officer for the D C Department of Youth Rehabilitation Services, supervising case managers. Councilman Toney’s civic services include membership and leadership roles in the following entities: seven years and four (4) terms as Vice Chairman of Dumfries Board of Zoning Appeals, six years and two (2) terms as Chairman of Dumfries Planning Commission, Twelve years as a member of South Cove Homeowners’ Association. Councilman Toney has worked to empower the underserved and neglected citizenry through developmental programs, by fostering partnerships to achieve pragmatic, attainable outcomes that enhance the day-to-day quality of life. His most motivating passion has always been working with youth development programs that focus on preventions and interventions. This has been his life’s work. He considers it an “honor” to serve the citizens of Dumfries.
Council Lady: Educationally I hold a Bachelor of Arts Degree (BA) in Human Relations and Sociology from Salem College, Salem, WVA, and a Master of Arts Degree (MA) in Human Services and Elementary Guidance from Virginia Tech. Prior to moving to the Dumfries area, I taught elementary school in Harrisonburg, VA. I later returned to substitute teaching and then went full time with Prince William County Schools as an Attendance Officer. I have been retired since June 1999. In 1995 I was appointed by Dumfries Supervisor, Maureen Caddigan, to represent the Dumfries District on the Prince William County Board of Social Services. I served on this Board, holding the positions of both vice-chairman and chairman, until I resigned in June, 2008, to accept my elected seat on the Dumfries Town Council. I also served on the County Housing Board from 2002 until my resignation June, 2008. I have been an active member of Dumfries United Methodist Church since joining in 1962. I am an active member of the United Methodist Women having held officers at both the local and district levels as well as serving on conference committees. I have held many offices in DUMC, have been a member of the adult choir since 1963, and I direct the children’s choir. I serve on the Alexandria/Arlington Bi-District Trustees Committee and am also on the Alexandria District Parsonage Committee. I have represented the Alexandria District as a lay delegate to Virginia Annual Conference of the United Methodist Church for many years. I look forward to serving the citizens of Dumfries on the Town Council. I will try to always be responsive to the citizens and their needs. I feel that as we all work together, we can build a community of which we can all be proud.

Town Attorney: The Town Attorneys Office provides quality legal services to the Mayor and Town Council, the Town administration, and various boards and committees by advising the elected and appointed officers in all matters relating to their official duties.
